This is the Web site for the Substance Abuse and Mental Health Services Administration (SAMHSA) Initiative to Reduce and Eliminate Seclusion and Restraint conducted under the Alternatives to Restraint and Seclusion State Infrastructure Grant Program (S/R SIG), funded by the SAMHSA Center for Mental Health Services (CMHS).
The goal of the S/R SIG program is to promote the implementation and evaluation of best-practice approaches to reducing and preventing the use of seclusion and restraint in mental health inpatient and residential settings. In September 2007, SAMHSA awarded grants to eight states to implement interventions designed to reduce or eliminate the use of seclusion and restraint in designated mental health facilities. The state grantees are Connecticut, Indiana, New Jersey, New York, Oklahoma, Texas, Vermont, and Virginia.
To provide technical assistance to the grantee sites in the implementation of their S/R reduction interventions and to coordinate these activities to achieve the overall goals of the S/R SIG, SAMHSA contracted with the National Association of State Mental Health Program Directors' (NASMHPD)and National Technical Assistance Center for State Mental Health Planning (NTAC) to establish the National Coordinating Center to Reduce and Eliminate the Use of Seclusion and Restraint.
SAMHSA further contracted with CSR, Incorporated (CSR) to conduct an independent, full-scale evaluation of the S/R SIG program.
